On the other hand, although Batman has proven to be one of the most iconic superheroes ever in his own right, much of his claim to fame stemmed from the fact that he has no powers but still manages many extraordinary feats through a mixture of his genius intellect, brilliant gadgets, amazing dedication to training himself to push far beyond normal physical and mental limits, and his enormous resources and wealth.
This has been proven true of many DC villains too. Despite not having a single power between them, many of these infamous DC characters have shown themselves to be just as ruthless, menacing, and destructive as any DC villain that sports powerful abilities, like Darkseid or Parallax; many becoming just as iconic as them too. She Actually Hasn’t Been Around as Long as Many People Think
Between her psychiatric training and her penchant for anarchy, Harley can often be uncontrollable, dangerously seductive, manipulative, extremely clever, but also very dangerous. Her disregard for personal safety and eagerness to always please and hold the affections of the Joker initially mean she’s willing to do anything or hurt anyone to make him happy. As an interesting aside, despite catapulting to fame and popularity among DC characters, Harley was only introduced as a character in Batman: The Animated Series in 1992 and the comics later. 11 Captain Cold
Another of Flash’s villains, Captain Cold grew up in an abusive environment that turned him toward a life of crime. However, despite that, he stuck to his own strict moral code. However, after using a form of technology known as cyclotron to create a freeze gun that sends him down a darker path. Originally known as Leonard Snart, he quickly establishes himself as one of the Central City’s most formidable villains.
A Natural Leader With His Own Team
Able to generate intense cold and freezing temperatures with his weapon, Snart soon upgrades his heists, which sets him on a path to frequent clashes with the Flash. Although having no superpowers, his tactical mind and natural leadership qualities help him lead a team known as the Rogues. Devious and very dangerous because of the chaos he can create with his weapon, his mind, or his team, Captain Cold is often more than a handful.
10 Scarecrow
Showing up in all three of Christopher Nolan’s masterful Dark Knight films thanks to Cillian Murphy’s harrowing portrayal, Scarecrow needs no introduction now. Originally a psychology professor, Dr. Johnathan Crane, became obsessed with studying fear and its effects on the human psyche. Driven by his own traumatic childhood that saw him horrifically abused and bullied at times, he was later dismissed from academia due to his unethical experimentation.
His Weapon Is Fear
Going underground with his twisted psychological research, he develops the persona of Scarecrow, a dark being that he uses in conjunction with a gas he terms “Fear Gas” that develops to heighten fear in his subjects to truly terrifying heights.
As he becomes a criminal, despite having no superpowers, he uses his dark mind, Fear Gas, and Scarecrow alter ego to induce panic and hellish paranoia in his victims, often pushing many of them, including Batman himself, to the brink of insanity, since there’s only so much a mind can stretch before it snaps.

To the universe of the Flash this time, Mirror Master is the title of a villain held by two different people. Originally held by Sam Scudder and then later, his successor, Evan McCulloch, the Mirror Master, initially started as a petty criminal (Scudder).
After stumbling across a way to manipulate mirrors and use them to do some amazing things, Mirror Master soon learns that he can travel through them, use them to create mind-bending illusions, and even trap people in that dimension. He uses these attributes to upgrade his criminal acts.

When Scudder is later killed, the Orphaned Scot, Evan McCulloch, takes over the mantle and brings an even darker edge to it.
8 Victor Zsasz
Originally from a very affluent family, Victor Zsasz suffered the loss of his parents at a young age. This traumatic event sent him down a dark and disturbing path, one that kept him in a perpetual state of despair that he also fueled by a gambling addiction. Eventually, he loses everything and tries to take his own life but is saved by a homeless man. However, that act has even worse ramifications instead.
He Becomes a Psychotic Killer Instead
Instead of being grateful for being given a second chance, he ends up murdering his savior and experiencing a disturbing epiphany — that all life is meaningless and he should just kill as many people as possible to purge himself of the banality of life. Despite having no powers, Zsasz ends up a prolific killer who uses his intelligence and utter ruthlessness that sees him descend into true psychopathy as he terrorizes Gotham City.

Another one of Batman’s iconic villains, Penguin, was once known as Oswald Cobblepot, was born with a deformity that gave him things like webbed feet and a nose that looked more like a beak. One of DC’s most famous and enduring adversaries, despite his disadvantages, he was provided with a life of ill-gotten privilege as he was born to a mob family. However, that was all marred by the constant bullying he endured for being different.

5 Prometheus
A recurring theme for DC villains, Prometheus also suffered a tragic and disturbing childhood as he had to watch his parents being killed in front of him. Despite them being criminals, this led him to develop an intense hatred for anything related to the justice system or law enforcement. Styling himself Prometheus, he becomes a kind of villainous version of Batman.
He Became a Hero Hunter of Sorts
As he dedicates himself to destroying heroes because they stand for justice, despite never having powers, he travels around the world and learns as much as he can from the likes of master criminals and dangerous mercenaries.

Her villainous credentials are astounding since she regularly puts together Suicide Squad member teams and somehow manages to be more evil and villainous than everyone in them.

Known as “The Wall”, she is hard-headed in the extreme and will do anything to see through her missions, sacrificing anyone she needs to along the way without a care in the world.
