The director was upfront about his intention to make a trilogy even before the film's 2022 release and there have only been a few minor changes over time, primarily due to the idea of creating a miniseries for Penguin. In the director's own words:
“I mean, it sticks pretty closely to the trajectory that we envisioned. Things have kind of changed. So, when we came up with the idea of doing The Penguin, it was something that I always intended to continue the Penguin story, and I wanted to tell the story of the beginning of his rise to power. Because we know that he was presented in The Batman as a sort of mid-level character, who was ignored, who was ridiculed, who hadn’t become in anyone’s eyes the leader that we know in the fiction. So, that was intentional because I wanted to — while it wasn’t Batman’s origin story, I wanted the origin stories of these other characters, the Rogues Gallery, and this story was originally going to be the opening to the next movie.”

The bat Fans should be happy to hear that Reeves' idea of where to take Batman and the Rogues Gallery hasn't changed much despite the passage of so much time.
